Not just a cop, but a sergeant of the Philadelphia Police Department’s 16th precinct filed a police brutality law suit against the 35th precinct of the PPD. The law suit was filed this past Monday by Sgt. Brandon Ruff.
Many cities give citizens and opportunity to turn in weapons voluntarily and anonymously, Sgt. Ruff decided to participate for a neighbor who asked him to turn in the weapons. He went to turn in three handguns at the 35th District police office when he was roughed up by seven officers of that precinct.
According to Philly.com, Ruff says he suffered two sprained wrists and two sprained shoulders in the fracas, filed suit in U.S. District Court in Philadelphia.
Ruff, an eight-year veteran assigned to the 16th precinct, said the acts of the 35th District officers “were committed willfully, wantonly, maliciously, intentionally, outrageously, deliberately and/or by conduct so egregious as to shock the conscience.”

A neighbor as Sgt. Ruff to turn the weapons in for him in an attempt to join the “Stop the Violence” campaign put on by the city and promoted by the police department.
Sgt. Ruff was off duty at the time, but made sure to check to ensure the weapons were unloaded and save before turning them into the 35th precinct.
When he arrived, he attempted to turn in the weapons under anonymously under the “no-questions-asked” police, but was denied because they said that policy doesn’t exist outside of gun-amnesty programs.
Sgt. Ruff asked to see a supervisor, but no one showed up. He asked to make a phone call outside of the building, but when he did so he was attacked by two officers who put his arm behind his back and tasers to his chest.
Then they noticed he was carrying his weapon on him and brutality escalated.
All the time Sgt. Ruff had his police identification on him trying to show the officers. He even used police code language attempting to identify himself as an officer, but was ignored and treated unfairly.
If this can happen to a officer in the same city, just imagine the hell everyday black citizens are catching in Philadelphia and around this country.
